SJTU Regulations on Scholarship Annual Review for International Graduate Students

Chapter One: General Provisions

Article 1 To fully leverage the role of scholarships in attracting high quality students and encouraging a hardworking atmosphere, and to regulate the management of the scholarship for international graduate students, these regulations are hereby formulated in accordance with the SJTU Regulations on Scholarships for International Students and with reference to the actual situation of international graduate education at the University.


Article 2 To ensure quality and effectiveness, the Annual Review of Scholarship for international graduate students follows the general principles of openness, fairness and justice.


Article 3 The Graduate School is responsible for the management and organization of the Annual Review of Scholarship for international graduate students of the University. The review is held in April and/or May each year.


Chapter Two: Objects of the Annual Review

Article 4 International graduate students who receive the Chinese Government Scholarships, Shanghai Government Scholarships, and University Scholarships are required to participate in the Annual Review. International graduate students who receive scholarships but are going to graduate in the summer of that year are not required to participate in the Annual Review.


Article 5 International graduate students who got “scholarship suspension” in the previous year's review can apply for the current year's review. If the review finds that the student is qualified for the scholarship, the scholarship will be resumed; however if it is concluded that the student is disqualified again, the scholarship will be cancelled.


Chapter Three: Annual Review Procedures

Article 6 The Annual Review of Scholarships consists of four parts, namely, student self-assessment, supervisor evaluation, School (Department) evaluation and University review.


Article 7 Student Self-Assessment

According to the arrangement of the Graduate School, the international graduate students shall submit the Scholarship Annual Review Form, demonstrating their progress and achievements in coursework, academic development, scientific research, social practice, and awards and/or penalties during the academic year.


Article 8 Supervisor Evaluation

Supervisors whose students are granted scholarships shall fill in the Scholarship Annual Review Form with their comments in accordance with the arrangement of the Graduate School.


Article 9 School (Department) Evaluation

(1) Organization of the Annual Review

Each School (Department) should organize a Scholarship Annual Evaluation Committee to carry out the Annual Review. The main responsibilities of the Committee are as follows: lead, organize, coordinate and manage the Annual Review of Scholarship; establish a feasible operation scheme for Annual Review of Scholarship; complete the Annual Review of international graduate scholarships in accordance with the operation scheme. Based on the results of the Annual Review, the chairperson of the Committee should provide detailed comments of the evaluation, and provide suggestions on upgradation, maintaining, degradation, suspension, termination, or resumption of the scholarship. The recommendations shall be submitted to the Graduate School in time according to the requirements of the University.


(2) Review Criteria

The Annual Review of Scholarship shall be based on objective and comprehensive evaluation of the performance of the international students in terms of morality, coursework, learning attitude, research progress and other factors.

(3) Review Procedures

Whenever possible, the international students shall present their performance and achievements to the Committee. The Committee should be comprised of three to five faculty members with titles of associate professors or above. The Committee should provide their recommendation based on the evaluation, and take into account of the self-evaluation of the students and the evaluation of the supervisor.


(4) Review Result Submission

When the Annual Review of Scholarship is completed by the School (Department), the review results shall be signed by the Committee chairperson and the Dean of the School (Department) concerned, and then submitted to the Graduate School as required.


Article 10 University Review

The Graduate School is responsible for organizing the comprehensive review. A review committee shall be organized by inviting experts from different disciplines. By referring to the evaluation results of the School (Department), and taking into account the overall scholarship granting within the University, the Committee should make a final decision on the Scholarship Annual Review for each international graduate student.


Chapter Four: Annual Review Results

Article 11 Review Results

The Annual Review of Scholarship for international graduate students can lead to six different conclusions: upgrade, maintain, degrade, suspend, terminate, and resume.

(1) The scholarship for students with demonstrated excellent academic performance may be upgraded by one level, if recommended by the School (Department), approved by the University, and agreed by the student.

(2) The scholarship for students with demonstrated good academic performance may be maintained, if recommended by the School (Department) and approved by the University.

(3) The scholarship for students with unsatisfactory academic performance may be degraded by one level based on the evaluation of the School (Department) and the University.

(4) The scholarship for students with poor academic performance or other misconducts may be suspended based on the evaluation of the School (Department) and the University.

(5) The scholarship for students with disqualified academic performance, violation of national laws and regulations and/or University rules and regulations, or other misconduct leading to serious consequences, may be terminated according to the evaluation of the School (Department) and the University.

(6) The scholarship for students whose scholarship was suspended in the Annual Review of the previous year with demonstrated excellent academic performance may be resumed upon the recommendation of the School (Department) and the approval of the University.


Article 12 Annual Review Results Announcement

The results of Scholarship Annual Review shall be published on the Graduate School website (http://www.gs.sjtu.edu.cn) for 5 working days.


Article 13 Scholarship “suspension or “termination comes into effect in June – the following month after the review results are announced, while scholarship “upgradation, “degradation or “resumption comes into effect in September – the beginning of the next academic year.


Chapter Five: Other Regulations

Article 14 The maximum duration of international graduate scholarships shall conform to that approved by the Scholarship Evaluation Committee before the student enroll the University and that confirmed during the Scholarship Annual Review after the enrollment. It cannot exceed the actual study duration of the student.


Article 15 International graduate students who fail to complete their study within the specified study duration may apply to extend their study. At the same time, they may apply to extend their scholarships. The specific time for application and allowed duration of extension shall be consistent with the regulations on graduate management of the University. The extended duration of scholarships shall not exceed the extended study duration.


Article 16 For international graduate students receiving the Chinese Government Scholarships can apply for extension of their scholarship to the China Scholarship Council. If approved, the financial aid during the extended study duration shall be carried out in accordance with the amount as approved by the Council. The living allowances and accommodation subsidies provided by Shanghai Jiao Tong University shall be terminated.


Article 17 International graduate students whose extension applications were declined by the Chinese Government Scholarships Council, and those who receive other scholarships, may apply for extension of their scholarship to the University. The application shall be approved by the Graduate School, and the amount of financial aid shall not exceed the current minimum level scholarship for international graduate students. The living allowances and accommodation subsidies shall be bounded to the students, and possibly to their supervisors.


Article 18 The scholarship payment is suspended for students who applied for suspension of schooling, and shall be resumed as long as the students resume their studies and the study period is still within the prescribed duration of the scholarship.


Article 19 If an international PhD student is transferred to a Master program, their scholarships shall be granted in accordance with the corresponding standards of the scholarship for international Master students. The adjustment comes into force from the month following the change of the study program.


Article 20 If the international graduate students are subject to administrative penalty due to the violation of laws and regulations of the People's Republic of China, or are under disciplinary sanctions for violating the University rules and regulations, their scholarships shall be dealt with based on the seriousness of the violation and in accordance with SJTU Regulations on Scholarships for International Students.


Chapter Six: Miscellaneous

Article 21 These regulations are subject to interpretation by the Graduate School of Shanghai Jiao Tong University, and come into force on September 1, 2019. In case other regulations are inconsistent with the present regulations, the present regulations shall prevail.
