SJTU Regulations on the Admission of International Graduate Students

Chapter One: General Provisions


Article 1 In order to regulate the admission of international graduate students, and to promote the further development of international graduate education, these regulations are hereby formulated in accordance with “Administrative Measures for the Enrollment and Cultivation of International Students by Schools” (Order of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security No. 42), and relevant regulations of the Ministry of Education and Shanghai Municipality, and with reference to the actual conditions of the University.


Article 2 The term “international graduate student” in the following regulations refers to student of non-Chinese nationality according to the “Nationality Law of the People’s Republic of China”, who applies for the graduate programs in Shanghai Jiao Tong University. The admission of international graduate students follows the basic principles of fairness, justice and openness, and upholds comprehensive standards on morality, intellectuality and physical healthy. Scientific measures should be adopted to screen the best candidates, where quality should always be prioritized over quantity.


Article 3 The recruiting of international graduate students adopts the “admission by application” system.

Chapter Two: Managerial System


Article 4 The Graduate Schoolis responsible for carrying out the admission and enrollment of international graduate students under the guidance of the leadership group. Specifically, the Graduate School shall:(1) implement the guidelines, policies, regulations and measures specified by the Ministry of Education and Shanghai Municipal Education Commission, as well as relevant regulations of the University; (2) make plans, regulations and publicity materials for international graduate admission; (3) answer enquiries about entrance requirements and examinations; (4) propose and maintain the scholarship system; (5) organize activities related to the application, assessment, admission, and scholarship evaluation of the international applicants.


Article 5 Each School (Department) shall set up their own steering group for the international graduate admission and education, with the head of the School (Department) as the group leader. The steering group shall:(1) lead, organize, coordinate, promote and administrate the recruiting of international graduate students within the School (Department); (2) make admission plans for the School (Department); (3) organize the material review, assessment and admission of international graduate students of the School (Department); (4) take charge of the scholarship evaluation and recommendation of the applicants, as well as the scholarship review of the international graduate students within the School (Department).


Chapter Three: Programs and Qualifications


Article 6 The Graduate School, under the guidance of the leadership group, makes plans and formulates program catalogs for international graduate admission in accordance with the guidelines, policies, regulations and measures issued by the Ministry of Education and superior departments in charge, and with reference to the disciplinary development of the University.


Article 7 Schools (Departments) shall work out their own admission plans for international graduate student admission, based on their capability and aims for talent training.


Article 8 Supervisors accepting international graduate students shall meet the relevant requirements prescribed in the “SJTU Regulations On The Administration of Graduate Supervisors” (Chinese official version as 沪交研〔202148 ).


Chapter Four: Application


Article 9 International students applying for the Master or Doctoral degree programs at Shanghai Jiao Tong University shall:

(1) exhibit good moral characters, be willing to obey laws and regulations of the People’s Republic of China and Shanghai Jiao Tong University, and respect the Chinese customs;

(2) have excellent academic performance; applicants for Master degree program shall have received their Bachelor’s degree and applicants for Doctoraldegree program shall have received their Master’s degree before enrollment. Those applying for Direct Doctoral Program shall be holders of Bachelor’s degree before enrollment;

(3) meet the language and academic requirements specified by the School

(Department) or program;

(4) meet other requirements for scholarship application if students apply for scholarships;

(5) hold a valid foreign passport.


Article 10 Applicants shall follow the general introduction of the international graduate admission of the year and complete the application online at http://isc.sjtu.edu.cn.


Chapter Five: Verification and Assessment


Article 11 The Graduate School conducts a preliminary review of all documents submitted by the applicant, to confirm whether the applicant meets the basic requirements and whether the documents are valid/complete.


Article 12 The School (Department) is responsible for the verification of the documents submitted. Candidates suitable for further assessment should be screened from those that satisfy the basic requirements specified by the School (Department) or program. Those who do not meet the requirements of the School (Department) or are unsuitable to undergo the assessment should not be admitted.


Article 13 All applicants for graduate programs shall only be admitted after successfully passing the school (department) assessment. Candidates applying fordouble degree and other programs involving international cooperation shall be assessed and admitted in accordance with the mutual agreement. For doctoral degree program applicants or master program applicants applying for scholarship, the school (department) assessment will be an important reference.


Article 14 Main policies on the school (department) assessment:

(1) Fair competition, unbiased assessment, and open procedure;

(2) Comprehensive assessment based on scientific measures;

(3) Objective evaluation and merit-based admission;

(4) Respecting the decisive role of the experts and the autonomy of the potential supervisors;

(5) Enhancing the self-discipline and self-regulation mechanisms.


Article 15 Assessment Method

Each School (Department) shall work out its specific assessment system based on extensive consultation. The assessment system shall include assessment procedures, formats, requirements, evaluation criteria and other details. Interview should be one of the formats. After finalizing the assessment system, the respective Schools (Departments) shall report it to the Graduate School in time.


Article 16 Prior to the assessment, the Schools (Departments) shall carefully examine the submitted application documents. Documents, such as passport, diploma, degree certificate (or other relevant certificates), language certificate, transcripts, recommendation letters and study plan, shall be verified and reviewed to ensure the applicants in the shortlist for further assessment to satisfy the admission requirements of the University and the School (Department) or program.


Article 17 Main Aspects of Assessment

(1) Evaluate the professional competence, knowledge structure, and academic records of the applicant,

(2) Evaluate the applicant’s academic research experience/achievements, capacity and potential, scientific publications, awards, etc.

(3) Evaluate the applicant’s listening, speaking, and professional language usage skills of the applied program.

(4) Comprehensively evaluate the applicant’s scientific literacy, personal character, potential, physical and mental health condition, ability to innovate, communicate and cooperate, etc.


Article 18 Assessment

Every School (Department) shall carry out the assessment of international graduate applications according to its respective assessment system, following the schedule specified by the Graduate School. The interview can be performed either by online video-chat or on-site. There shall be at least three interviewers, and the duration of each interview generally shall be no less than 20 minutes. The assessment group shall complete and keep a written record of the interview, which shall be appropriately stored for future reference. The final grade of the assessment for each candidate should be the sum of the grades from all parts of the assessment, which totals up to a maximum of 100 points. The proportion of each part is decided by the School (Department).


Article 19 Comprehensive Evaluation by the Supervisor

Based on the communication with the applicant and the assessment by the school (department), the doctoral supervisor shall make a comprehensive evaluation of the applicant on his/her potential and prospects, and grade the excellence of the applicant on a 100-point scale.


Article 20 After the assessment, the Schools (Departments) shall record the results in “International Graduate Application Assessment Record Sheet of Shanghai Jiao Tong University” for each applicant. After verified and signed by the corresponding supervisor, members of the assessment group, and the School (Department) dean, the Record Sheet shall be submitted to the Graduate School and preserved until the applicant's graduation.


Article 21 Should the University have doubts about the School’s (Department’s) assessment results or the applicant’s documents, including the “International Graduate Application Assessment Record Sheet of Shanghai Jiao Tong University” interview videos or vocal records. The Graduate School may re-organize the assessment for the applicant concerned.


Article 22 Any violation of the disciplines during the assessment process, including malpractice for personal gains, fraudulent activities, or dereliction of duty, shall be dealt with seriously according to relevant national and University regulations. Offense serious enough to be a crime shall be investigated by the judicial authority, the offender should bear the corresponding legal responsibility.


Chapter Six:Admission and Enrollment


Article 23 The applicant with a grade of less than 60 either in the School (Department) assessment or in the supervisor evaluation will not be admitted.


Article 24 Upon the completion of the assessment, the Schools (Departments) shall submit the assessment results (offline) and admission recommendations (offline) to the Graduate School. For applicants that are recommended to be admitted, information such as the pre-admission major, and the supervisor accepting the student shall be confirmed and submitted. For those that are recommended not to be admitted, a brief summary of the reasons for rejection must be submitted.


Article 25 The University admits the best candidates according to the documents submitted by the doctoral applicants, assessment results of the School (Department), and the evaluations from the supervisor.


Article 26 The admitted international graduate students must hold a valid Student Visa of the People’s Republic of China and the Admission Notice to successfully register on-site at Shanghai Jiao Tong University. On the registration day, the students shall submit the notarized diploma/degree certificates and the academic transcript during previous studies for inspection. Newly admitted students shall undergo comprehensive reassessment organized by the University (including health examination). The admission will be cancelled and the student status will be revoked for those who fail to pass the reassessment.

Chapter Seven: Scholarships


Article 27 Shanghai Jiao Tong University offers a wide range of scholarships for exceptional international graduate students.


Article 28 All scholarship holders should take part in the annual review and only those who pass the review can be continually supported by the scholarship in the following school year.


Article 29 The University sets up a Scholarship Evaluation Committee, which is responsible for the scholarship evaluation and its annual review.


Chapter Eight: Supplementary Provisions

Article 30 These regulations are subject to interpretation by the Graduate School and come into force on June 1, 2021. In case of any discrepancy with previous provisions, these regulations shall prevail.
